Following the mini-discussion on c-r-d considere all dragons
to have I_ANIMAL intelligence, seeing how draconians are the
smart version of dragons in Crawl. (I'd completely forgotten
about them.)
Exception: Xtahua stays at intelligence I_NORMAL.
